Pease New Federal Office Building

Coast and Harbor provided owner’s project management services during preconstruction for the new, sustainable, 60,000 sq. ft., federal office building at the Pease International Tradeport in Portsmouth, New Hampshire. This LEED Silver project was planned to produce a technically complex building designed to generate as much energy as it consumes. This new office building was to contain the offices of the Internal Revenue Service (IRS), the Federal Bureau of Investigation (FBI), the Social Security Administration (SSA) and the Department of Homeland Security (DHS). GSA elected not to proceed to construction of this project.

Project Highlights

Coast and Harbor Associates provided owner’s project management services to the General Services Administration during the construction phase of this proposed new federal office building on the site of former military housing at Pease Air Force Base in Portsmouth, New Hampshire. This project was planned to have a net zero energy consumption because complex building was designed to generate as much energy as it consumes. The design included a photovoltaic array, recycling of roof water for non-potable use, a biofuel furnace, and highly efficient chilled beams.

The building’s operating window and shading system was to be computerized so that outdoor air and light will enhance the indoor air quality and contribute to the cooling and heating of the interior spaces. The system would closely monitor the exterior conditions to ensure that the windows are not left open for heat loss in the cooler months and that the shades are closed at times when there would be heat gain.
