CHA’s business is exclusively assisting public, private, and institutional owners to manage the design and construction of their facilities. Providing high quality services is our top priority. We select our personnel carefully and assign them to projects where they are particularly well qualified to assist owners with their specific projects. We support our personnel with whatever resources they need to perform effectively.
Our approach to project management has been developed through our experience of over 30 years of providing services on projects as small as $500,000 and as large as $3.5 billion. There is a “Coast and Harbor way” of managing projects. Our personnel are pro-active, thorough and detail oriented, with strong communication and organizational skills. They share a focus on protecting the owner’s scope, budget, and schedule.
When needed, we supplement our full time staff with highly experienced subconsultants carefully chosen to meet the needs of the particular project. Coast and Harbor has extensive experience identifying, selecting, and managing subconsultants in a wide range of disciplines related to the design and construction of all types of facilities.
CHA works hard at being “user friendly.” We start by negotiating reasonable service and business terms with our clients. We are highly responsive to any client concerns. We do not “nickel and dime” our clients.

Founded in 1988, Coast and Harbor is one of the few Hispanic-owned, experienced project management firms in the New England area that has managed projects as large as a $100 million. We are certified in Massachusetts and other states as a Minority and Woman Owned Business Enterprise (M/WBE) and as a Disadvantaged Business Enterprise (DBE). Coast and Harbor is a woman owned business for Federal purposes as well.

Coast and Harbor is committed to providing high quality services to our clients. We hire experienced people with strong construction management skills and assign them by carefully matching their skills to client needs. We are one of the very few Owner’s Project Management firms to have a written quality control plan. This plan is issued to the employees and is monitored and enforced by the firm’s two principles. This plan includes a monthly reporting procedure that allows CHA to have a current, detailed understanding of the status of our projects and the performance of our employees.

Coast and Harbor is very focused on protecting the owner’s scope, cost, and schedule. We believe each element of project management should contribute to controlling cost and maintaining the schedule. We also believe strongly in the importance of regular reporting to assist the owner to understand the status of its project with respect to physical progress, budget, schedule, and any potential or current major issues.We understand owners’ needs.
Because CHA works exclusively for owners, we have a unique understanding of owners’ concerns. We work hard to assist our clients to achieve their specific project objectives. We support owners by providing options, analysis, and recommendations to assist decision-making, and then by actively implementing their decisions. We understand the importance of internal and external constituencies, and, for public owners, the critical importance of the legal requirements that apply to their projects.
