Norris Cotton Federal Office Building, Manchester, New Hampshire

Coast and Harbor provided construction management services for this $2.2 million renovation and tenant upgrade of the Norris Cotton Federal Office Building in Manchester, New Hampshire. The building is a multi-story steel and granite veneer structure housing the Veterans Administration, Small Business Administration, Score, Housing and Urban Development, and GSA support spaces. This project, which was started in 2010, was a complete renovation of the second and third floors to provide space for the Department of Homeland Security/Immigration and Customs Enforcement Agencies (DHS/ICE).

Project Highlights

This renovation and tenant upgrade consisted of the construction of new offices, a new detention area, new communications and security network, and support rooms on the second and third floors. A secure Sally Port for motor vehicles and detainee transport was constructed on the ground floor. At the other end of the building, a fitness center and locker rooms were constructed for the DHS Agents. In each of these new areas, upgraded security, electrical, and surveillance systems were installed. New lighting and temperature controls were installed as energy efficiency measures.

All of these renovations, which were completed while the building remained occupied and operational, were performed during normal working hours. Since the building houses the VA and HUD among other agencies, noise had to be monitored carefully and public and employee safety was a major concern.
