During that period, Ms. Lancome has also worked at the national and local level to help develop policy to enhance economic participation of minority contractors in federal and state-funded construction projects, and to bring economic opportunity to urban areas through large project development.

Ms. Lancome has held executive positions at Massport, MDPW, and HUD and has been active in community organizations for over 30 years.

Claude Lancome has over 37 years experience in construction management, claims analysis, insurance, labor agreements, negotiating and contracting — for projects ranging in size from $500,000 to over $3.5 billion.

In addition to his role as Executive Vice President, Mr. Lancome also serves as in-house counsel of Coast and Harbor Associates. Mr. Lancome is the Author of Construction Contract Administration for Project Owners published by Routledge Publishing in 2017.

Her experience advising CEOs on regulatory compliance and growth strategies, combined with her current service as a Special Non-Government Employee for the FDA, demonstrates her understanding of government processes and regulatory frameworks—essential skills for navigating approvals, industry compliance, and public-private partnerships in the construction industry.

Skilled in providing estimates to clients, coordinating expense budgeting, and leasing and purchasing real estate and fixed assets. Ability to work with internal and external partners, establishing open lines of communication, and executing projects from concept to completion.

John Rossi - Project Manager - Coast and Harbor Associates

Mr. Rossi’s 35-years of experience delivers comprehensive principal-level leadership among multi-disciplinary project teams to plan, program, design, and manage the re-construction and preservation of historic landmark projects and campuses valued at $485M.

His work among private clients, academic institutions, municipalities, including the National Park Service and U.S. Forest Service has made familiar the policy and protocols of Federal agencies to complement astute skills as facilitator and owner’s advisor.

Mr. Maldonado brings over 35 years of experience in design, project management, and construction management.

Experience includes commercial, institutional, office, retail, residential, and mixed-use project types exceeding two million SF in total. Worked with private clients and commercial developers to Municipal, State, and Federal governments.

Roger Gurney

Project Manager

Mr. Roger Gurney has 42 years’ experience in developing total project control systems related to building design and construction. He has extensive experience in new construction, design/build, and multi-phased renovation projects subject to strict scheduling and financial constraints.

He is a skilled team-builder and is proficient in scheduling, budgeting, cost estimating and control, value engineering and negotiation.

Mr. Gurney has been responsible for establishing procurement procedures, conducting contract negotiations, providing site inspections, interfacing with construction management teams and organizing reporting procedures for post-bid cost control.

Mr. Gurney has provided cost and project management services, in varying capacities, to architects, engineers, private industry, towns and cities, state and federal agencies.

Her career with Coast and Harbor has allowed her exposure and experience in all areas of Coast and Harbor business. As the Senior Administrative Manager, Marie oversees administrative functions, ensuring efficient operations and effective communication across departments while managing support staff and resources.
